Gordon City Council Minutes January 9, 2014

Notice of the meeting was given in advance by publication in the Sheridan County Journal Star, The designated method for giving notice as shown by the affidavit of publication on file in the City Clerk’s office.  Agendas of the meeting were simultaneously given to the Mayor and all members of the Council.  All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.

A meeting of the City Council of the City of Gordon was called to order at 6:00 p.m., January 9, 2014 in the Council Chambers of the City Auditorium.  The Mayor noted the location of the Open Meetings Laws in the back of the room.

Present: Bounous, Evans, Morgan, Russell, and Grant.

Absent: No One.

Motion by Bounous, seconded by Grant, to approve the minutes of the December 12, 2013 meeting.  Ayes:  Evans, Morgan, Russell, Grant, and Bounous.

Motion by Morgan, seconded by Bounous, to appoint Pastor Barney Fultz to the Human Relations Board. He replaces Father James Joseph. Ayes: Russell, Grant, Bounous, Evans, and Morgan.

Motion by Evans, seconded by Bounous, to allow the American Legion to have special liquor sale hours for on-sale only (no off-sale) from 2pm to 10pm on February 2, 2014 for Super Bowl Sunday. Ayes: Grant, Bounous, Evans, Morgan, and Russell.

Motion by Morgan, seconded by Evans, to allow Mayor Russell to sign the 2013 Certificate of Compliance for the NDOR Maintenance Agreement. Ayes: Bounous, Evans, Morgan, Russell, and Grant.

Motion by Bounous, seconded by Evans, to appoint Fred Hlava as the primary representative to SWANN, and Kelly Grant as the secondary representative. Ayes: Evans, Morgan, Russell, Grant, and Bounous.

Council was given information on the Fireman’s Tornado/Spotter Class. It will be held on March 3 at 7:00pm at the firehall.

After some discussion, motion by Morgan, seconded by Bounous, to approve Resolution 2014-01. Ayes: Morgan, Russell, Grant, Bounous, and Evans.

RESOLUTION 2014-01

A RESOLUTION DESIGNATING A MONEY MARKET ACCOUNT FOR THE GORDON VOLUNTEER RESCUE AMBULANCE/AIR FUND.

WHEREAS, the City of Gordon has received fund from the Overmass Trust designated for patient ambulance transportation, and

WHEREAS, a separate accounting of these funds is necessary,

NOW, THEREFORE, BE IT RESOLVED THAT by the City Council of the City of Gordon, Nebraska, that the City Clerk may open an interest bearing money market account entitled “Ambulance/Overmass Fund”, and that City Manager Fred Hlava and City Clerk Kim Buchan be the designated signers.

City Clerk

City Manager Fred Hlava updated council on the Fireman’s Turn-out gear grant. Currently the grant is going through the computer review, and once that is completed, officials will begin the second review. This is expected to begin the first part of February.

Representatives from the Nebraska Department of Roads met with City Manager Fred Hlava and Brett Meyer, Baker & Associates regarding the Safe Routes Nebraska Grant. Fred Hlava stated to council that the first review process went well, and he will update council as the grant progresses.

Motion by Evans, seconded by Morgan, to allow Mayor Russell to sign the Radon Action Month Proclamation. Ayes: Russell, Grant, Bounous, Evans, and Morgan.

PROCLAMATION

Radon Action Month

WHEREAS, Radon is a naturally occurring radioactive gas released in rock, soil, and water that can accumulate to dangerous levels inside homes, schools, and other buildings; 

WHEREAS, radon cannot been seen, has no odor, and the only way a family can know if their house has a elevated radon levels is if they test for it; 

WHEREAS, the City of Gordon has high levels of radon with more than 50 percent of the homes tested having elevated radon levels; 

WHEREAS,  radon is the second leading cause of lung cancer in the United States and the leading cause of lung cancer in nonsmokers; 

WHEREAS, testing for radon is simple and inexpensive; WHEREAS, identified radon problems can be fixed; and

WHEREAS, Panhandle Public Health Department, the Nebraska Department of Health and Human Services, and the U.S. Environmental Protection Agency are supporting efforts to encourage Americans to test their homes for radon, have elevated levels of radon reduced, and have new homes built with radon-resistant features. 

NOW THEREFORE,  the Mayor and City Council of the City of Gordon do hereby proclaim January 2014 as Official Radon Action Month in Gordon, Nebraska. In recognition of the importance of testing homes for radon, I hereby proclaim the month of January, 2014 as

National Radon Action Month,

And, I urge every member of the community to test their homes by contacting the Panhandle Public Health District at 308-487-3600 ext 107 to request a free radon test kit.
