Hay Springs City Council Minutes December 17, 2013

REGULAR MEETING

Mayor Ron Housh called the Regular Meeting of the Hay Springs City Council to order at 7:00p.m. Council persons Randy Turman, Jerry Matthews, Keith Kearns and Jim Varvel were present. City Attorney Jamian Simmons was absent. It was noted that the Open Meetings Act is posted.

Turman made motion, Matthews seconded to approve the minutes from the November 12, 2013 Regular Meeting. All voted aye. Motion carried.

Varvel made motion, Turman seconded to approve the agenda for the December 17, 2013. All voted aye. Motion carried.

Public concerns: None

Department reports were heard: George – Two water services; Water valve; Moved snow; plowed snow; took vacation; Aaron - Water: Year End Paperwork; Cummings fixed solenoid, got it running; didn’t do service due to cost – they charged for all work, service, mileage, etc.; Aaron and George made an installation, will put out d-con, removed the rabbit, Set generator initially; Replaced water line to curb stop, told home owner water line from curb stop to house is owners responsibility; Changed a valve; Fixed two meters; Left note for Region 1; Sandy Perkins – Nursing Home: Will be transitioning Kristen into the administration position; Jim Varvel – Finance Committee: Reviewing; Jerry Matthews – SWANN: No meeting this month; Randy Turman – Lister-Sage: Cameras working: caught person who propped door; Weight machines are in; Raise key rental; Will send letter out to set payment and shut all keys; PC to track better management; Ron Housh – Mayor: Snow removal went well; Valve replacement went well. 

OLD BUSINESS

Well Update: Letter from Bakers – no idea of what is causing cloudiness of water yet. Maybe pump awhile and if it clears, will be ok. 

PADD Update: Letter not finished up. Will wait until after holiday. 

Water Loss: Will be after first of year. Not getting info needed from computer program. May need to make adjustments to identify problems.

Varvel made motion, Matthews seconded to approve claims as presented. All voted aye. Motion carried. Discussed the Cummings bill.

Varvel made motion, Turman seconded to approve November’s Treasurers Report. All voted aye. Motion carried.

Turman made motion, Varvel seconded to approve a Special Designated Liquor License for the Legion Bowl Party on February 7, 2013. All voted aye. Motion carried.

Board Appointments: Lister-Sage: Randy Turman. SWANN: Jerry Matthews. Finance: Jim Varvel. Pioneer Manor: Keith Kearns.

Olsen Engineering is a possibility for Street Superintendent. We would receive a state incentive of $1000 instead of $500. It would cost $500 for Olsen to take the position. George will contact and report back.

Employees Accepting Payments: Send letter to patrons.

Liquor License for Pheasant Run: No action. No one present.

Water Tower Inspection Report: Available; swapped this year plan to next year.

NEMA: Emergency declaration due to the October storm. Needed $4000, has been lowered to $1000. Paperwork sent in and verified of receipt.

Items for next agenda were discussed. Jerry will be gone next month.

There being no further business, Matthews made motion, and Turman seconded to adjourn at 7:32 p.m. All voted aye. Motion carried.
