Hay Springs City Council Minutes February 11, 2014

PUBLIC HEARING

Mayor Housh called the Public Hearing to order at 7:01 p.m. Council persons Randy Turman, Keith Kearns, Jerry Matthews and Jim Varvel were present. City Attorney Jamian Simmons was present. It was noted that the Open Meetings Act is posted. 

There was discussion regarding the One and Six Year Street Plan. One year - Armor coating will be about the same as last year and will tie in with streets done last year. Six year – Three short streets North to Methodist parsonage. Gravel will be arranged with guy in Alliance. Will check with Paul Yekel about back hauls. 

Mayor Housh closed the Public Hearing at 7:05 p.m.

REGULAR MEETING

Mayor Ron Housh called the Regular Meeting of the Hay Springs City Council to order at 7:05 p.m. Council persons Randy Turman, Keith Kearns, Jerry Matthews and Jim Varvel were present. City Attorney Jamian Simmons was present. It was noted that the Open Meetings Act is posted.

Varvel made motion, Turman seconded to approve the minutes from the January 14, 2014 Regular Meeting. Turman, Kearns and Varvel voted aye. Matthews abstained. Motion carried.

Turman made motion, Kearns seconded to approve the agenda for the February 11, 2014 meeting. All voted aye. Motion carried.

Public concerns: None

Department reports were heard: George – Plowed snow; Moved snow; Read meters; Made donuts to raise manholes; Bids on Ladies Lounge Furnace; Aaron - Water: Cement rings; Sargent did perform testing – efficiency better than last year; Question on pool – last year spare pump from Nelson, good to have one on hand. It would take three weeks to get, would like to get one to have on hand. Aaron will get estimate on price and bring bank to March meeting; Two non-working meters – both repaired; NRWA to do testing on 2/19/14; School and Lister question – may need changed. Need comparison and if problem get repaired; Jim Varvel – Nursing Home: No report; Jim Varvel – Finance Committee: No report; Jerry Matthews – SWANN: No report; Randy Turman – Lister-Sage: Donations coming in; Keys behind on bills; Groups are in Wednesday – basketball – some w/o key use every week; Ron Housh – Mayor: No report. 

OLD BUSINESS

Well Update: Test results from lab – cloudiness. 84% clay-type substance, 7% another clay in formation, no contaminants – will send report. Has cleared up some. VFD recommended has been put on – HD to be installed yet – Not sure if there was a deadline to install. Council agrees for Jami to continue. 

PADD Update: Has to be mailed, so hope to get enough back. There are 330 households – need a large percentage back 

Water Loss: NRWA will be here next week. Reports show negative loss. 

Sewer Camera: Gordon not needed much. When needed, have one come in. If they would but, would be expensive. Rushville – no interest. Chadron – no interest. Discussion on camera – frequency of cleaning. Discussed increase cleaning.

RV Dump: Cant put it where water main is. Must be 11’ and be engineered. Have material on hand.

NEW BUSINESS

Varvel made motion, Turman seconded to approve claims as presented with exception of an adjustment to the Panhandle Drilling bill. All voted aye. Motion carried.

Varvel made motion, Kearns seconded to approve January’s Treasurers Report. All voted aye. Motion carried.

AFLAC: Sales pitch of being available to employees. Chadron, Gordon and Rushville do. Group discount about ½, need three for a group, can include Council. Coverage is voluntary. No charge to the City. Varvel made motion, Turman seconded to allow reps to talk to employees. Varvel, Turman and Kearns voted aye. Matthews voted nay. Motion carried. 

Farm Bureau: Wish to expand to Hay Springs. Rent or buy to put up building. Would like to be on Main Street with a Modular. Jami will check ordinance.

One and Six Year Plan: 

Great Plains: Let people know that if have problems with TV, need to report to Great Plains so it can be fixed.

Review Board Members: Some members deceased. Review how many members are needed for each board. Check for accuracy of lists – review past minutes. Draft letter about membership. Tabled

Verizon: One-time $1000 payment. $100/month plus $1000. Matthews made motion, Turman seconded to approve amendment to contract with Verizon. All voted aye. Motion carried. 

Settlement Agreement: Jami will work with Layne Christensen attorneys.

Ladies Lounge Furnace: Received two bids, from Mansfield and Northwestern. Varvel made motion, Matthews seconded to accept the bid from Northwestern. All voted aye. Motion carried. 

Items for next agenda were discussed. 

There being no further business, Matthews made motion, and Turman seconded to adjourn at 8:37 p.m. All voted aye. Motion carried.
