Minutes of the Regular Meeting NRPPD Board of Directors, February 27, 2014, Unapproved

The regular February meeting of directors of Northwest Rural was held in the Conference Room of the District February 27, 2014 at 1:00 P.M.

The meeting was called to order by the president, Robert Rickenbach.  Directors who answered the roll call were Wayne Cobb, Robert Rickenbach, Bruce Troester, Gary Fuchser, Jim Johnson, and Lee Ahrens. Mike Van Buskirk was absent.

Also present were Chance Briscoe, manager; Arlene Lahaye, office manager; Russ Reichenberg, line superintendent; Ron Housh, planning engineer; Les Tlustos, consumer services; and Terry Curtiss, District Counsel.

The Open Meeting Law posting was acknowledged. 

All votes are unanimous upon a roll call vote unless noted.

A motion was made by Wayne Cobb, duly seconded by Gary Fuchser to accept the order of business as  published and supplemented at this meeting; motion carried.

A motion was made by Lee Ahrens, duly seconded Jim Johnson, that the minutes of the meeting held January 30th be approved as published and mailed to all directors on February 20th ; motion carried.

A motion was made by Gary Fuchser, duly seconded by Lee Ahrens to excuse Mike Van Buskirk’s absence; motion carried. 

Robert Rickenbach extended the Board’s welcome to Chance Briscoe as the General Manager of Northwest Rural.

The office manager reviewed the January financial reports. A motion was made by Jim Johnson, duly seconded by Wayne Cobb to accept the January financial reports; motion carried.

Ron Housh updated the Board on the costs of special projects. Northwest Rural added approximately 23.7 miles of total primary, secondary, overhead and underground lines. Also, an estimated 2 MW of new load was added and Northwest Rural upgraded approximately 12 miles of existing single phase line.

Russ Reichenberg reviewed the Nebraska Rural Electric Association (NREA) 2008 Edition of the Safety Manual. Northwest Rural uses the NREA manual and adds changes that have been made as a part of Northwest Rural’s safety program. The manual is reviewed with employees and the employee signs an acknowledgment that they have read the Safety Manual. A motion was made by Wayne Cobb, duly seconded by Gary Fuchser to accept, upon the manager’s review, the Northwest Rural revised Safety Manual; motion carried.

Ron Housh discussed with the Board the letters sent to the customer refusing the installation of an AMI meter. Northwest Rural made an attempt to contact him by the phone number listed and by two letters sent in the US Mail; Northwest Rural had no contact or response from the customer. The consensus was that we need to send a two person crew and install the AMI meter.

Russ Reichenberg reviewed Policies O-34, Anti-Drug Policy; O-35, Anti-Drug /Alcohol Policy; O-36, Alcohol Misuse Prevention Policy. On each policy Northwest Rural will add the attachment of Western Pathology Policy Document to the policies. A motion was made by Bruce Troester, duly seconded by Wayne Cobb to approve the change to the above policies; motion carried.

Russ Reichenberg reviewed the January safety report.  The injuries, property damage, near miss and training that occurred during the month.  A motion was made by Jim Johnson, duly seconded by Gary Fuchser, and unanimously carried to accept the January safety report.

Russ Reichenberg updated the Board on the FEMA progress. All the documents have been submitted and Northwest Rural is waiting for the final forms from FEMA that need to be signed.

Chance Briscoe reported that he had sat in on a conference call with NREA and several other systems in the state. The group discussed NREA 2014 Bill Tracking in the Nebraska Legislature.

Rolland Skinner joined the meeting at 2:15 PM.

Gary Fuchser Reported on the Tri-State meeting he attended.

Russ Reichenberg reported on the NREA Statewide meeting and Bills being tracked by NREA. A discussion on the Work Comp premiums was also held.

Les Tlustos also reported on the NREA Statewide meeting. Dave Jarecke addressed the regulatory issues, mainly the NADC issue. 

A motion was made by Bruce Troester, duly seconded by Gary Fuchser to appoint Robert Rickenbach as the voting delegate to the Tri-State Annual Meeting; motion carried.

At 2:47 PM a motion was made by Bruce Troester, duly seconded by Gary Fuchser to go into an executive session to discuss NPSIG issues.  Lee Ahrens, aye; Mike Van Buskirk, absent; Bruce Troester, aye; Wayne Cobb, abstain; Robert Rickenbach, aye; Gary Fuchser, abstain; Jim Johnson, aye; motion carried.

Wayne Cobb, Gary Fuchser, Les Tlustos, Ron Housh, Russ Reichenberg and Arlene Lahaye left the meeting at 2:47 PM.

At 3:45 PM a motion was made by Lee Ahrens, duly seconded by Bruce Troester to come out of executive session; Lee Ahrens, aye; Mike Van Buskirk, absent; Bruce Troester, aye; Wayne Cobb, absent; Robert Rickenbach, aye; Gary Fuchser, absent; Jim Johnson, aye; motion carried.  

There being no further business to come before the Board, the President declared the meeting adjourned at 3:46 P.M..
