The Sheridan County Board of Commissioners met in regular session at 9 A.M. in the Commissioner’s Office, Courthouse. All members present. Kling stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is posted on the guest desk. Andersen made a motion to accept the agenda. Krotz seconded the motion. All voted aye. Krotz made a motion to approve the minutes of 6-9-2014. Andersen seconded the motion. With a roll call vote all voted aye.
The board audited and approved claims.
Sherry Retzlaff informed the board that the County’s grant request for $14,108 from the Juvenile Justice Fund had been approved. The funds will be used to train Officers Brewer and Downing of the Gordon Police Department to serve as a School Resource Officers in the Gordon/Rushville Public Schools. Andersen made a motion to authorize the chairman to sign the grant award. Krotz seconded the motion. With a roll call vote all voted aye.
Beau Lou Hardin of the Gordon Chamber of Commerce met with the board to speak in favor of the establishment of a Visitors Improvement Fund and an increase in the County lodging tax from 2% to 4%. Also appearing to express support for the new fund and tax increase were Barb Van Kerrebrook and Jeannette Graber of GIVE, Bruce Salisbury of the Tourism Board, Jerry Wellnitz of the Sheridan County Historical Society and Bill Van Kerrebrook a citizen volunteer. Andersen made a motion to ask the County Attorney to create a resolution to impose an additional sales tax and to establish a Visitors Improvement Fund. Krotz seconded the motion. With a roll call vote all voted aye.
Bernard Strong was present to express his concern regarding the excavation of dirt of an area just across 594th Trail, North of the Beguin-Strong Veterinary Clinic. Someone is removing material from the area creating a potential hazard and eyesore. Road Superintendent Kuester stated that the area in question is property of Nebraska Game and Parks (Cowboy Trail) so the County had no jurisdiction.
Road Superintendent Kuester and the board initiated a call to Mr Walker of Nebraska Game and Parks about the crushed rock ballast from the Cowboy Trail.
The board discussed certain Airport Authority Zoning Regulations and the possible formation of a joint Airport Zoning board with Garden, Box Butte and Morrill Counties. LB 140 significantly expands the structures and hazards regulating approach zones. The board agreed to further explore the invitation from Box Butte County to form a joint Airport Zoning Board. Andersen will review with the County Attorney and report back.
