Commissioners Minutes September 22, 2014

The Sheridan County Board of Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse. All members present. Kling stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk. Krotz made a motion to accept the agenda. Andersen seconded the motion. All voted aye. Andersen made a motion to approve the minutes of 9-15-2014. Krotz seconded the motion. With a roll call vote all voted aye.

The board signed claim checks and approved salary claims.

Charlie Schwaderer appeared before the board to request more information on the State’s denial of his Homestead Exemption request. Schwaderer informed the board that he had called the State and visited with representatives and they suggested he come back to the board. Commissioner Kling informed Schwaderer that the county does not have the authority to give Homestead Exemptions. The board stated that the Sheridan County Assessor did approve the exemption and then sent it on to the State. The argument is with the State not the County. The board initiated a telephone call to the Nebraska Tax Equalization and Review Commission (TERC) and visited with Steve Keetle, an Attorney for the department. Keetle affirmed that the county board had no reason to be a part of any appeal that Schwaderer might wish to file against the State Department of Revenue. 

Road Superintendent, Kuester presented the board with the annual reports he has completed and is ready to submit to the Nebraska Board of Classifications and Standards. Andersen made a motion to authorize Chairman Kling to sign the reports to be sent to the Board of Classifications and Standards. Krotz seconded the motion. With a roll call vote all voted aye.

Kuester informed the board that he met with representatives from Road District #31. The Road District is going to purchase some cold mix and the County will furnish 2 guys a blade and a truck to help distribute it. The County will also furnish 40 loads of rock and the Road District will pay for the hauling. 

The board visited about a vacancy on the Planning Commission. Andersen made a motion to authorize James Krotz to contact a candidate to fill the vacant seat on the Planning Commission. Krotz seconded the motion. With a roll call vote all voted aye. 

Andersen made a motion to reappoint Virgil Hagel and Darius Maltbie to the Veteran Service Board. Krotz seconded the motion. With a roll call vote all voted aye.
