The Sheridan County Board of Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse. All members present. Kling stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk. Andersen made a motion to accept the agenda. Krotz seconded the motion. All voted aye. Krotz made a motion to approve the minutes of 10-20-14. Andersen seconded the motion. With a roll call vote all voted aye.
The board signed salary checks.
Jim Gardner of FALCO presented the Audit Report for the year ending June 30, 2014. Gardner stated that the cash reserve increased by $214,699 over the last year and the County has zero debt. Copies of the audit are available for public inspection in the office of the County Clerk.
Road Superintendent Tom Kuester asked the board to approve a bid for the renewal of the lease on the County shop site in Lakeside. The land that the shop is situated on belongs to the State Board of Educational Lands & Funds. The board approved the bid for the November 12 auction.
Building Superintendent Dwaine Sones met with the board to discuss the possibility of seeking bids for the cleaning of county buildings. Sones will report back to the board 11-10-2014 at 10 A.M.
Generations in Volunteer Efforts (GIVE) director Jeanette Graber met with the Board to discuss record keeping for her position. Because the County employs her as a volunteer coordinator, Graber must consider time in service to any GIVE program as hours worked. The board commended Graber for her outstanding service to the program.
The board reviewed a subdivision request of 6.9 acres of land. Krotz made a motion to approve resolution #2014-17 authorizing a subdivision of 6.29 acres more or less from Johnson Lazy J, Inc to Seth R and Kathleen Renee Stock. Andersen seconded the motion. With a roll call vote all voted aye.
Andersen made a motion to authorize Chairman Kling to sign a letter of commitment stating our intent to continue participating in the Nebraska Intergovernmental Risk Management Association (NIRMA) from July 1, 2015 through June 30, 2018. Krotz seconded the motion. With a roll call vote all voted aye. NIRMA provides casualty, liability and workman’s compensation coverage for Sheridan County.
Andersen made a motion to adopt resolutions 2014-19 and 2014-20 transferring $500 from Lodging Fund to the General Fund (GIVE) and $971,200 from General Fund to the Road/Bridge Fund for funding. Krotz seconded the motion. With a roll call vote all voted aye.
Sheriff Robbins and Mike Reitchezk of Great Plains Communications met with the board to present a proposal for a new telephone system. A lightning strike in August severely damaged essential components of the current system. Great Plains was able to patch together a temporary repair of the system but the damage was such that insurance has approved replacement of the whole system. The new system will only cost the County $500 insurance deductible. Krotz made a motion to authorize the chairman to sign the purchase agreement for the new system. Andersen seconded the motion. With a roll call vote all voted aye.
The board, building superintendent and Sheriff Robbins conducted a quarterly jail inspection and found no deficiencies.
