Board of Education Minutes District No. 81-0010, April 13, 2015

TIME-PLACE: The regular meeting of the Board of Education of District No. 81-0010, Sheridan County, Nebraska, was called to order by Chuck Hinn, President, in the Conference/Board Room, located at Gordon-Rushville High School, 810 N. Oak Street on Monday, April 13, 2015, at 6:00 p.m.

MEMBERS PRESENT: Hinn, Ziller, Willnerd, Johnson, Kruger, Hebbert

AGENDA: It is moved by Kruger, seconded by Ziller, that the agenda for the meeting, all items of which were placed on it at least 24 hours prior to the meeting time as provided by statute, be accepted as presented.

PUBLIC HEARING: Qualified Zone Academy Bond (QZAB)

It is moved to open the hearing by Johnson, seconded by Hebbert, to begin the hearing at 6:02 p.m. for the purpose of Qualified Zone Academy Bond.

It is moved by Johnson, seconded by Hebbert, to close the hearing at 6:21 p.m. and move forward to the regular monthly meeting.

RESOLUTION ESTABLISHING QUALIFIED ZONE ACADEMY: It is moved by Johnson, seconded by Ziller to establish a qualified zone academy as presented.

RESOLUTION AUTHORIZING ISSUANCE OF QUALIFIED ZONE ACADEMY: It is moved by Kruger, seconded by Willnerd to approve a resolution authorizing the issuance of Qualified Zone Academy Bonds not to exceed 2.5 million dollars as presented.

MINUTES: It is moved by Kruger, seconded by Ziller, that the reading of the minutes of the District No. 10 Regular Meeting of March 9, 2015, be dispensed with and the minutes be approved as distributed to members.

FINANCES: It is moved by Johnson, seconded by Kruger, that the District 81-0010 – Gordon Rushville General Fund bills in the amount of $ 690,407.80, be approved as presented.

It is moved by Kruger, seconded by Ziller, that the District 81-0010 Lunch Fund bills in the amount of $ 37,234.46, be approved as presented.

It is moved by Willnerd, seconded by Johnson, that the District 81-0010 Bond fund bills in the amount of $705.00, be approved as presented.

It is moved by Hebbert, seconded by Kruger, that the District 81-0010 General Fund transfers to the Investment fund in the amount of $80,000.00, be approved as presented.

Financial reports were reviewed.

FINANCING BY UNION BANK AND TRUST AND NEBR. ENERGY OFFICE: It is moved by Willnerd, seconded by Kruger, to approve financing from the Union Bank and Trust and the Nebraska Energy Office to fund the second phase of facility upgrades that the 3-story building of the High School, as proposed by AMERESCO.

SIGNING FOR FINANCING FOR FACILITY UPGRADES: It is moved by Kruger, seconded by Ziller, to approve the superintendent (Merrell Nelsen) or superintendent elect (Lori Liggett) be approved to sign for financing/funding for the second phase of the facility upgrades project with AMERESCO, with notification of said signings made to the Facility Committee of the Board of Education.

CHANGE ORDER #2 ENERGY SERVICES AGREEMENT: It is moved by Ziller, seconded by Willnerd, to approve the Change Order # 2 of the Energy Services Agreement with AMERESCO for the second phase of the facility upgrade project, as presented in their proposal.

2015 GRADUATES: It is moved by Johnson, seconded by Kruger, to approve the list of the 2015 graduates as presented.

SURPLUS PROPERTY: Information Only – Mr. Nelsen has contracted with Associated Brokers, Bruce Scheopner, to conduct the auction of the Pioneer, Clinton properties, and the building at Fieldside.

OPTION/TRANSFER STUDENTS: Tucker Harris – Gordon-Rushville to Alliance Public Schools (2014-2015); Colby Cady – Merriman Attendance Center to Cody Kilgore Schools for 2015-2016

The board notes receipt of option/transfer students as listed.

STAFF RESIGNATIONS/ CONTRACTS: Resignations: It is moved by Willnerd, seconded by Hebbert, to accept the resignations of Travis Hawk, Eric Roth, Candace Goodrich, Paul Hotz, Jessica Mintken, and Betty Burton with gratitude and appreciation for service.
