The Sheridan County Board of Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse. All members present. Kling stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk. Andersen made a motion to accept the agenda. Krotz seconded the motion. All voted aye. Krotz made a motion to approve the minutes of 6-8-2015. Kling seconded the motion. With a roll call vote Kling and Krotz aye and Andersen abstained. Andersen made a motion to approve the minutes of 6-15-2015. Krotz seconded the motion. With a roll call vote Krotz and Andersen voted aye and Kling abstained.
The board signed claim checks and audited and approved salary claims.
Kling read a letter prepared by Veteran’s Service Officer, Gary Sones to the family of the late Joseph Heiting recognizing his 13 years of service on the Veteran Service Board. Krotz made a motion to approve the letter for signature by the chairman of the board. Andersen seconded the motion. With a roll call vote all voted aye.
Krotz made a motion to confirm the appointment of Jim Kearns to serve a one-year term as Chairman of the Veteran’s Service Board and Kristopher Pyle to serve a 5-year term as a board member. Andersen seconded the motion. With a roll call vote all voted aye.
At 9:10 A.M. Krotz made a motion to go into closed session for the purpose of strategy session with respect to litigation which is imminent as evidenced by communication of a claim or threat of litigation. Andersen seconded the motion. With a roll call vote all voted aye. At 9:26 A.M. Krotz made a motion to come out of closed session. Andersen seconded the motion. With a roll call vote all voted aye. No decision made.
Steve Blakey appeared before the board and Road Superintendent Kuester to ask for service on 183 Trail west of Hwy 250. A section of the road has been underwater due to recent heavy rains. Blakey has been pumping water out of the low spots. Kuester pointed out that the road isn’t wide enough for his trucks to get in and turn around. If the weather cooperates and the water level subsides they will attempt to bring pit run material in, at the end of the week.
Kuester reported that a representative from the Nebraska Emergency Management Agency will visit the county later this week to discuss disaster relief funding for roads and bridges. Kuester was not sure that the county would meet the required threshold.
Gyna Gordon met with the board to visit about her janitorial job with the county and to request a job description. Gordon expressed that she did not realize the county wanted a full time janitor until she read it in the newspaper. Had she been made aware she would have been more than happy to fill the request. Lack of communication between Gordon and her supervisor and the board were evident. The board informed her that she would be treated like all other applicants for full time employment.
Building Superintendent Dwaine Sones joined the board to review applications for a full-time janitorial person. The board discussed the possible reorganization of the Building/Housekeeping department. It was decided that the janitorial position would report directly to the board. Some interviews will take place next week.
