Rushville City Council Minutes August 31, 2015

The meeting was called to order by Councilman Snyder at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on August 26, 2015 as required by law and delivered to the Council in person. Present: Snyder, Willnerd, Jansen. Absent: Councilman Lovell.

The following motions were duly made, seconded and passed.

1. To approve, accept and ratify the following items listed under the consent agenda: Council minutes of the July meeting and the July Treasurers Report.

2. Approved Board of Health meeting Wednesday September 9, 2015 at 6:30 p.m. to discuss Miller property.

3. Set Public Hearing to discuss Swimming Pool issues on Monday September 21, 2015 at 6:00 p.m. 

4. Approved Resolution #15-02 Emergency Management Hazard Mitigation Plan update.

4. Approved appointment of Travis Sones to the Library Board.

5. Approved Special Liquor Licenses for Yoba’s Tavern and Twisted Turtle Pub for Rancher Roundup on October 17, 2015.

6. Approved $1,250.00 to host the 2016 Regional Baseball Tournament.

7. Approved all of the following bills for the City of Rushville and that warrants be drawn for same:

RESOLUTION 15-02

A RESOLUTION OF THE CITY OF RUSHVILLE, NEBRASKA, EMERGENCY MANAGEMENT REGION 23 MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN UPDATE:

BE IT RESOLVED by the Mayor and the City Council of the City of Rushville, Nebraska:

WHEREAS,the Federal Disaster Mitigation Act of 2000 was signed in to law on October 30, 2000, placing new emphasis on state and local mitigation planning for natural hazards and requiring communities to adopt a hazard mitigation action plan to be eligible for pre disaster and post-disaster federal funding for mitigation purposes; and

WHEREAS, a Multi-jurisdictional Hazard Mitigation Plan was prepared by City of Rushville with assistance from JEO Consulting Group, Inc. of Lincoln, NE, which includes the jurisdiction of Rushville, Nebraska; and

WHEREAS, the purpose of the mitigation plan was to lessen the effects of disasters by increasing the disaster resistance of the Natural Resources District and participating jurisdictions located within the planning boundary by identifying the hazards that affect Rushville, Nebraska and prioritize mitigation strategies to reduce potential loss of life and property damage from those hazards, and

WHEREAS, FEMA regulations require documentation that the plan has been formally adopted by the governing body of Rushville, Nebraska in the form of a resolution and further requesting approval of the plan at the Federal Level; and 

NOW, THEREFORE, the governing body of Rushville, Nebraska does herewith adopt the Lower Platte North Natural Resources District Multi-Jurisdictional Hazard Mitigation Plan Update in its entirety.

PASSED AND APPROVED This 31st day of August, 2015.

Councilman Snyder informed the Council that he was perusing places for an RV Sewer Dump station. He will talk to Kirk Beguin about a place out by the Storage Units on the west side of town.
