The meeting was called to order by Mayor Chris Heiser at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on November 25, 2015 as required by law and delivered to the Council in person. Present: Snyder, Willnerd, Jansen, Lovell. Absent: None.
The following motions were duly made, seconded and passed.
1. To approve, accept and ratify the following items listed under the consent agenda: Council minutes of the October meeting and the October Treasurers Report.
2. Approved Ordinance #15-774, an Ordinance approving the subdivision of Lots Twelve (12) and Fifteen (15) of Block Fourteen (14), Nelson’s Addition, Rushville, Sheridan County, Nebraska.
3. Approved all of the following bills for the City of Rushville and that warrants be drawn for same:

In Public comments, Diana Robbins informed the Council that in the October published minutes it was not mentioned that the Council went into executive session. The City Clerk stated she did not think it needed to be in the published minutes, since what took place in executive session is not recorded, but can mention that they went into executive session and that will be noted in the future. No other comments were made.
City Attorney Aaron Conn informed the Council that the letters concerning the Miller property have been sent. There will be a Board of Health meeting in December to follow up on this issue.
Diana Robbins was present to inform the Council that she would like to have an Open House at the Corder Building and the Modisett Club. The buildings were built 75 years ago. The Open House will be held on December 16, 2015 from 4:00 p.m. to 6:00 p.m. She also requested that the City go through the phases with PADD for grant money. Mayor Heiser informed her that he is turning this over to the City Clerk and Kirk Beguin. The City Clerk will contact PADD regarding this matter. No other action was taken.
The Board of Health letters were discussed and the City Attorney advised that he has mailed out the letter to the property owner. There will be a follow up in December. No other action was taken at this time.
