Commissioners Minutes January 25, 2016

The Sheridan County Board of Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse. All members present. Kling stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk. Andersen made a motion to accept the agenda. Krotz seconded the motion. All voted aye. Andersen made a motion to approve the minutes of 1-11-2016 with corrections. Krotz seconded the motion. With a roll call vote all voted aye. 

The board signed salary checks. 

Elected Officials and Department Heads met with the board to discuss housekeeping needs and performance. No action was taken.

Kuester presented the board a request for approval of a resolution seeking federal funds for safety signage to mark 25 county bridges. Andersen made a motion to approve resolution #2016-2 authorizing the county to enter into a Project Program Agreement with the Nebraska Department Of Roads for signage of the bridges in Sheridan County . Krotz seconded the motion. With a roll call vote all voted aye. 

The board reviewed a letter from the insurance company regarding the fire damage loss of the Hay Springs Shop. Andersen made a motion to authorize Chairman Kling to sign a Settlement Agreement with NIRMA for the repair of fire damage to the Hay Springs Shop. Krotz seconded the motion. With a roll call vote all voted aye. 

Kuester presented his annual report on Road Department Activites detailing the various projects completed in the past year. The statistics showed that the county spent $497,500 blading roads and $212,000 for snow removal. Andersen made a motion to authorize Chairman Kling to sign the annual report. Kling seconded the motion. With a roll call vote all voted aye.

The annual 1 & 6 year road hearing will be held at the County Shop in Rushville on Monday, February 8 at 11 A.M.

The board reviewed a request from Northwest Community Action Partnership for support of a grant request for homeless services to be provided in Box Butte, Dawes and Sheridan Counties. Andersen made a motion to authorize the Chairman of the Board to sign the Certification of Local Government Approval for Nonprofit Organizations to receive funding for shelter activities. Krotz seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to designate the county website (http://www.sheridancountyne.com) as the primary means of notifying the public of meeting dates, times and places for the Board of Commissioners and Board of Equalization. Krotz seconded the motion. With a roll call vote all voted aye. Notices will also be published in the Sheridan County Journal Star when practical.

Weed Superintendent Kristi Paul presented her annual report for review and approval. Paul brought to the boards attention a particularly toxic weed that has not been designated as noxious but has been labeled as a new invader known as the Absinth Wormwood. This poisonous weed has shiny, silvery leaves that resemble those of mums and grows to a height of 4 feet. Andersen made a motion to authorize the Chairman of the Board to sign the Noxious Weed Reports for submission to the State. Krotz seconded the motion. With a roll call vote all voted aye.

Krotz made a motion to approve Resolution #2016-3 authorizing a subdivision request located in the NW1/4SW1/4 of Section 35, Township 31 North, Range 46 West for Rolling Meadows Farms. Andersen seconded the motion. With a roll call vote all voted aye.

The board spent a few minutes discussing pending legislation that may have an impact on county government. No action taken.

The board conducted their quarterly inspection of the County Jail.
