The meeting was called to order by Mayor Chris Heiser at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on March 23, 2016 as required by law and delivered to the Council in person. Present: Snyder, Jansen, Lovell. Absent Willnerd.
The following motions were duly made, seconded and passed.
1. To approve, accept and ratify the following items listed under the consent agenda: Council minutes of the February meeting and the February Treasurers Report.
2. Approved Sheridan County Public Transportation Agreement in the amount of $273.52 from July 1, 2016 to June 30, 2017.

Under Public Comments Kris House asked about the final report for the swimming pool. Mayor Heiser informed her that the final report is not in, but would like the pool committee to get together on Wednesday April 6, 2016 at 5:30 p.m. at City Council Chambers. Kris House also inquired whether having 4 or more dogs required a breeders license. She was directed to come to the City Office and report who has the dogs so the City Clerk can send them a letter with a copy of the ordinance. She also inquired about public appearance for a business run out of a home. The City Attorney informed her it would depend on how it was zoned. The City Attorney asked her to come to his office to discuss the matter.
Don Maberry was present to discuss the Ordinance pertaining to shoveling sidewalks. He requested the Council do away with the Ordinance as most of the residents do not shovel their sidewalks anyway. It was noted that the propery owner is liable if anything was to happen. The City Attorney would like to study the Ordinance before the Council does away with it and requested it be tabled until next month. After some discussion the matter was tabled until next month.
The City Boards will meet as follows: Golf Board April 06, 2016; Ambulance Board April 12, 2016; Park Board April 18, 2016; Cemetery Board April 19, 2016.
