Commissioners Minutes June 6, 2016

The Sheridan County Board of Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse. All members present. Kling stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk. Andersen made a motion to accept the agenda. Krotz seconded the motion. All voted aye. Krotz made a motion to approve the minutes of 5-23-2016. Andersen seconded the motion. With a roll call vote all voted aye.

Lauren O’Brien, new reporter for the Sheridan County Journal Star was introduced to the Board.

County Assessor Amanda Lane met with the board about the possible purchase of reappraisal software from Jeff Haugen for $7500. The board deferred any decision to the County Assessor. 

The board and Lane discussed times for Board of Equalization Hearings. It was decided to start them on the afternoons of June 20 and 27 to begin with and then to proceed on in July.

County Attorney Jamian Simmons presented a resolution for the update of the section of the Employee Handbook regarding vacation time. The matter has been discussed at several meetings with different officials and department heads. Krotz made a motion to approve Resolution #2016-8 Amending the Vacation Leave Policy of the Employee Handbook. Andersen seconded the motion. With a roll call vote all voted aye.

At 9:29 A.M. Andersen made a motion to go into closed session with County Attorney Jamian Simmons to discuss possible litigation. Krotz seconded the motion. With a roll call vote all voted aye.

At 9:55 A.M. Krotz made a motion to come out of executive. Andersen seconded the motion. With a roll call vote all voted aye. No decision made.

Road Superintendent Tom Kuester reported that a logging operation had begun north of Hay Springs. Truck traffic will cause heavy wear on 450th Lane. 

Sherry Retzlaff, Counselor for Gordon-Rushville High School, presented a grant application to the Nebraska Crime Commission for the support of the School Resource Officer. Retzlaff informed the board that the Resource Officer has helped to significantly reduce the rate of truancy. The $17,664 grant must be met with the County match of $1,963. Andersen made a motion to approve the chairman to sign the grant requesting funds. Krotz seconded the motion. With a roll call vote all voted aye. 

Andersen visited about the recent NACO meeting and Tourism meeting he attended.
