The meeting was called to order by Mayor Chris Heiser at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on October 19, 2016 as required by law and delivered to the Council in person. Present: Snyder, Jansen, Willnerd. Absent: Lovell

1. To approve, accept and ratify the following items listed under the consent agenda: Council minutes of the September meeting and the September Treasurer’s Report.
2. Approved appointment of Butch Anderson to Library Board.
3. Approved Liquor License for the 20 Bar.

Under public comments, City Attorney Aaron Conn informed the Council that the lines for the Cross Walks on Highway 20 need to be painted. Kirk Beguin needs to contact Paul Howard in Chadron on the width of the cross walks. Cheryl Hemingway asked when the corner of the Ball Field will be cleaned up and was advised that it would be cleared as soon as the work schedule allowed.
Daniel Bennett from PADD was present to discuss the Brownsfield project update. The basic need is to revitalize downtown area, Highway 20, housing and apartments. Private individuals are not eligible for grants themselves. If anyone has interest they are to contact Daniel Bennett at PADD.
The Student Liaison was discussed. Sierra Britt was present and advised she would like to be the student liaison for this school year. Action was tabled until next month when a resolution can be passed.
New accounting software for the City Office was discussed. Mayor Heiser asked the City Clerk to check with surrounding towns to see what they use. Councilman Willnerd also asked the City Clerk to check on the cost of new hardware. The matter was tabled until next month.
Employee salaries were discussed. The City Clerk informed the Council that they can remain salaried, but must keep track of the number of hours worked in each week. If an employee works over 40 hours a week they must be paid time and a half. Holidays, sick and annual leave don’t count as days worked. If an employee earns over $47,476.00 per year, they are not eligible for overtime. No other action was taken at this time.
