Commissioners Minutes December 19, 2016

The Sheridan County Board of Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse. All members present. Kling stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk. Krotz made a motion to accept the agenda. Andersen seconded the motion. All voted aye. Andersen made a motion to approve the minutes of 12-12-2016. Krotz seconded the motion. With a roll call vote all voted aye. 

The board signed claim checks and audited and approved salary claims. 

Sherry Retzlaff of Gordon/Rushville High School appeared to ask the board for approval of a Nebraska Crime Commission Grant for the continued support of the School Resource Officer program. Two separate grants were presented. The grant requests are for $30,738 total. Andersen made a motion to approve the 2 grant applications with the Nebraska Crime Commission. Krotz seconded the motion. With a roll call vote all voted aye.

Weed Superintendent Kristi Paul met with the board to revise the Sheridan County Black Tailed Prairie Dog Management Plan. This updated plan calls for the terms of the Advisory Council members to expire on January 31, beginning in 2017 and removes the restriction on the number of terms any person may serve. Paul informed the board that the County Attorney has not had time to review the updates. Krotz made a motion to approve Resolution #2016-24 updating the Black Tailed Prairie Dog Management Plan pending approval of legal council, and declare the previous plan revoked, and considered to be null and void. Andersen seconded the motion. With a roll call vote all voted aye.

Road Superintendent, Tom Kuester introduced Verna Hendersen as his new department secretary and recognized Mary Vallette for her 16 + years of dedicated service to Sheridan County.

Kuester thanked Dan Kling for his many years of service and for his fellowship. 

At 10 A.M. the board opened the roadside mowing hearing. Tom Kuester, Richard Cross and Pat Heiting were present. Heiting protested the charge of $60 on parcel #37521 on property his family leases. Kuester informed the board that all other property that is leased by Heiting had been mowed. Andersen made a motion to forgive the assessment on parcel ID#37521. Krotz seconded the motion. With a roll call vote all voted aye.

Kuester informed the board that parcel #37203 and #37254 were both mowed by the county however land owner Letcher told him that they wanted it to grow for the erosion problem. Letcher did mow everything else that he owns. Krotz made a motion to forgive the assessment on parcel ID#37203 and #37254. Andersen seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#27992 belonging to Delbert Ball for $60. Krotz seconded the motion. With a roll call vote all voted aye.

Krotz made a motion to access parcel #28425 belonging to Wayne Christoffersen for $120. Andersen seconded the motion. With a roll call vote all voted aye. 

Andersen made a motion to access parcel ID#26104 belonging to Marcia Estrada for $60. Krotz seconded the motion. With a roll call vote all voted aye.

Krotz made a motion to access parcel ID#61910 and ID#61945 belonging to Daryle Krejci for $240. Andersen seconded the motion. With a roll call vote all voted aye. 

Krotz made a motion to access parcel ID#89831 and #89793 belonging to Cheri Schrack for $120. Andersen seconded the motion. With a roll call vote all voted aye. 

Krotz made a motion to access parcel ID#88827 belonging to Nayda Brown for $60. Andersen seconded the motion. With a roll call vote all voted aye.

Krotz made a motion to access parcel ID#40670 belonging to Kirby & Patsy Bridge for $120. Andersen seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#165968 belonging to Mark Pieper for $60. Krotz seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#267632 belonging to Gerald & Virginia Kearns for $60. Krotz seconded the motion. With a roll call vote all voted aye. 

Andersen made a motion to access parcel ID#2043 belonging to Nancy & William Hotz for $60. Krotz seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#23296 belonging to Claire Shogrin for $60. Krotz seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#156830 belonging to Hay Bob Farms, LLC for $120. Krotz seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#9676 and #18543 belonging to Nebraska Beef Packers Inc. for $120. Krotz seconded the motion. With a roll call vote all voted aye.

Krotz made a motion to access parcel ID#61953, 39001, 12979 belonging to Board of Educational Lands & Funds for $240. Andersen seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#41308 and 41529 belonging to Roffers Ranch LLC for $180. Krotz seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#42312 and 35219 belonging to Charlie Hinn for $240. Krotz seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#42304 belonging to Gerald Kearns and Charles Hinn for $60. Krotz seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#15773 belonging to Ed Tiensvold for $60. Krotz seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel ID#267564 belonging to Steve Viher for $60. Krotz seconded the motion. With a roll call vote all voted aye. 

Krotz made a motion to access parcel ID#1500 belonging to Linda Leach for $60. Andersen seconded the motion. With a roll call vote all voted aye.

Andersen made a motion to access parcel #12413 belonging to Little Bluestem Praire, LLC for $120. Krotz seconded the motion. With a roll call vote all voted aye. 

At 10:31 A.M. the board closed the mowing hearing. Andersen made a motion passing Resolution #2016-25 directing the County Treasurer to access the property. Krotz seconded the motion. With a roll call vote all voted aye. 

The Board set the date for hearings on the Whiteclay Liquor Licenses for January 5, 2016 at 11 A.M. Each application hearing will last for 50 minutes and speaker time will be allocated equitably among those wishing to testify.

With this being the last meeting of Dan Kling’s, Vice Chairman James Krotz read a Proclamation of Honor: 

Whereas Dan Kling will retire from elected office on January 5, 2017 with the swearing in of his successor; and

Whereas Dan has served the people of District I and all of Sheridan County as a Commissioner for twenty years over five consecutive terms; and 

Whereas Dan has by his faithful service provided a model of integrity and devoted public services; and

Whereas by his leadership, Dan has helped assure the financial security of Sheridan County in the face of numerous challenges; and

Whereas Dan has treated all those who appeared before the Commission with patience, respect and kindness; and 

Whereas Dan has won the respect of his fellow elected officials, citizens of every station and leaders throughout the panhandle;

Therefore let this Proclamation of Honor be entered upon the records of Sheridan County as an expression of our gratitude for Dan’s exemplary public service and of our very best wishes for his continued engagement in public life.
