Rushville City Council Minutes January 30, 2017

The meeting was called to order by Mayor Chris Heiser at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on January 25, 2017 as required by law and delivered to the Council in person. Present: Lovell, Jansen, Willnerd, Snyder. Absent: None.

The following motions were duly made, seconded and passed.

1. To approve, accept and ratify the following items listed under the consent agenda: Council minutes of the December meeting and the December Treasurer’s Report.

2. Approved Resolution #2017-01. BE IT RESOLVED by the City Council of Rushville, Nebraska, a long-range one and six-year plan of highway, road and street improvements based upon priority of needs and calculated to contribute to the orderly development of integrated statewide system of highways, roads and streets.

3. Approved all of the following bills for the City of Rushville and that warrants be drawn for same:

Under public comments Mayor Heiser and the Council commented on how great the City crew has been on snow removal. Mayor Heiser read the public notice of grant for the Assisted Living Roof from USDA Rural Development. There was no public comment on the USDA Rural Development Loan. Kris House was present to request the Feasibility Study from Burback Aquatics for the Swimming Pool to be put on the agenda for the February meeting.

Jim Gardner from Gardner, Loutzenhiser, and Ryan was present to give the audit report. He informed the Council that all of the accounting records had zero variance on cash reconciliation. He also noted that the cash deposits at the bank were underinsured. The City Clerk informed the Council that the issue has been salved by opening a cash sweep account to cover this. Gardner advised he would be sending information to contact Ameritas Financial as a means to lower the interest rate on the water bond. He also advised that the USDA debt for the hospital was $38924.00. 

Sheridan County Public Transportation was tabled at this time.

Terry Rajewich from NPPD was present to discuss the Operations Agreement with the City of Rushville. NPPD pays the city lease every year and agree to maintain operation and take care of the billing. The current Operations Agreement is for 25 years and will expire on December 2028. She noted that NPPD has not had a rate increase in 4 years. There was discussion on changing the street lights to LED lights. She will send information to the Council regarding the costs and benefits of such a change, foremost being less maintenance. The change would involve approximately 290 lights and does not include any on Highway 20 or Highway 250.

The City Boards will meet as follows: Ambulance Board February 14, 2017.
