The meeting was called to order by Mayor Chris Heiser at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on October 25, 2017 as required by law and delivered to the Council in person. Present: Jansen, Willnerd, Snyder. Absent: Lovell.
The following motions were duly made, seconded and passed.
1. To approve, accept and ratify the following items listed under the consent agenda: September Treasurer’s Report and September Council minutes.
2. City will continue to require that all vendors fill out a vendor permit.
3. Approved all of the following bills for the City of Rushville and that warrants be drawn for same:

Doug Dykstra from GenPro Energy Solutions was present to discuss solar energy. It would cost $89,131.93 if the City was was not able to get a REAP grant in the amount of $22,283.00 which then would cost $66,848.93. The City Clerk will check with USDA to see if the City can receive the REAP grant. No action taken at this time.
Diana Robbins-Mansell was present to discuss re-zoning of her apartment building on Highway 20 to all residential. The City Attorney will do an Ordinance to address this situation. No other action was taken at this time.
Discussion was held on the sale of dirt from the Sandridge Addition. Buettner will move the dirt and figure a fair price for the dirt. No action was taken at this time.
