The meeting was called to order by Mayor Chris Heiser at 7:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on October 23, 2013 as required by law and delivered to the Council in person. Present: Snyder,Willnerd, Janssen. Absent Lovell.
The following motions were duly made, seconded and passed.
1. To approve, accept and ratify the following items listed under the consent agenda: Council minutes of the September meeting, the September Treasurers Report.
2. Approved renewal of loan and line of credit for Parkview Lodge Assisted Living.
3. Approved Joe O’Donnell as manager of American Legion Club Post #161.
4. Approved new health insurance date that was due to expire on February 1, 2014 to December 1, 2013 through November 30, 2014.
5. Approved all of the following bills for the City of Rushville and that warrants be drawn for same:

The Law Enforcement contract was discussed. The City is paying $84,579.00 plus a new vehicle every three years. The City of Rushville has to have law enforcement because of the population. Councilman Willnerd requested the City Clerk contact the City of Waverly, Nebraska and Crawford, Nebraska and ask if the City could get a copy of their City Police contract. The matter was tabled.
The RV Sewer dump was discussed briefly. The Council will try to talk to the owner of the land west of Rushville to see if they would be willing to sell some of the land for a RV Sewer dump. A priority will be to figure out the approximate cost of this project to see if the City can afford the project. The subject was tabled.
There were no bids for consideration for the plumbing at the Cordor Building. The City Clerk will inform the Lynchs that Baker’s Construction and Macumber are both plumbers in Gordon and Larry Landreth is a plumber from Chadron and they should contact them about submitting a bid.
Reimbursement for the Walk/Bike Trail was discussed. The City Attorney is continuing to work on its status. Further discussion was tabled.
The City Boards will meet as follows: Ambulance Board November 12, 2013; Library Board November 18, 2013.
