Hay Springs City Council Minutes November 12, 2014


Mayor Ron Housh called the Regular Meeting of the Hay Springs City Council to order at 7:00 p.m. Council persons Randy Turman, Jim Varvel and Jerry Matthews were present. Keith Kearns was absent. City Attorney Jamian Simmons was present. It was noted that the Open Meetings Act is posted.

Varvel made motion, Turman seconded to approve the minutes from the October14, 2014, 2014 Regular Meeting. All voted aye. Motion carried.

Keith Kearns arrived at 7:04.

Varvel made motion, Turman seconded to approve the agenda for the November 12, 2014 meeting with the following changes: move Old Business item #3 to after Public Concerns. All voted aye. Motion carried.

Public concerns: None

Pool Improvement Committee: Jessie Anderson and Heather Housh presented a list of repairs that may be needed for the city pool. There was discussion regarding the need for an engineering assessment to determine which repairs may be the most needed imminently. Varvel made motion, Turman seconded to allow pool committee to approach engineering firms or professionals to determine who may be available to provide an engineering assessment and what such an assessment might cost. All voted aye. Motion carried.

Department reports were heard: George – Streets: Funerals; Winterized RV Park; Discussion regarding possibilities for RV dump location; Discussion regarding the abandoned camper in RV park; Aaron - Water: Funerals; Meters; Water tower cleaned; Reported a water loss of 19% and holding steady; Discussion regarding the sewer lagoon; Krystyn Turman – Nursing Home: No report; Jim Varvel – Finance Committee: No report; Keith Kearns – SWANN: No report; Randy Turman – Lister-Sage: No report; Ron Housh – Mayor: No report.


Cooperative Agreement for Animal Control: Mayor reported that the City of Rushville is open to entering into a cooperative agreement with Hay Springs for the use of the Rushville City pound, and that Rushville had reported they had a contract with Jean Parker in Gordon, NE for animal care and adoption also. City attorney was instructed to contact Rushville about working out details to create a cooperative agreement between the cities. No action taken. 

Animal Complaint: There was discussion regarding new complaints regarding a dog at large within the City, and that dog killing a pet cat while on the property of the cats’ owner. Kearns made motion, Matthews seconded to direct the city attorney to provide dogs’ owner with notice of dangerous dog designation and proceed with Dog At Large prosecution. All voted aye. Motion carried. 

Well Update: No new updates. 

PADD Update: Varvel reported he had been in contact with PADD and that funding may be available as of January 2015 for Hay Springs comprehensive plan project. It is expected PADD will make a presentation at the December council meeting.

Roof Construction Project: George reported that Ryan Baker had returned and corrected all deficiencies on roof project. Turman made motion, Kearns seconded to release payment on bill originally submitted by Ryan Baker to Mr. Baker at this time. 


Kearns made motion, Varvel seconded to approve claims as presented. All voted aye. Motion carried.

Varvel made motion, Turman seconded to approve October Treasurers Report. All voted aye. Motion carried.

Bid Opening – Animal Control Officer: It appeared no bids were submitted. Kearns made motion, Matthews seconded for the City to post an advertisement soliciting bids for an animal control position, and that the advertisement request bids for payments based on contract (per animal) or payment per month to see if either option garners more interest. All voted aye. Motion carried. There was discussed that advertising for bids should be placed in the Hip Hop, Your Neighbors, Sheridan County Journal Star and posted on Chadrad.com.

US Geological Survey: The Council reviewed the letter regarding US Geological Survey requesting permission to draw water samples in Hay Springs. Varvel made motion, Turman seconded to allow US Geological Survey testing in Hay Springs. Varvel and Turman voted aye. Kearns and Matthews voted nay. Mayor Housh voted aye to break the tie. Motion carried.

Clerk/Treasurer Duties: Tabled 

Items for the next meeting were discussed.

There being no further business, Turman made motion, Varvel seconded to adjourn at 8:10 p.m. All voted aye. Motion carried.
