The Sheridan County Board of Commissioners met in regular session at 9 A.M. in the Commissioner’s Office, Courthouse. All members present. Kling stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act a copy of which is available on the guest desk. Andersen made a motion to accept the agenda. Krotz seconded the motion. All voted aye. Andersen made a motion to approve the minutes of 12-14-2015. Krotz seconded the motion. With a roll call vote Krotz and Andersen voted aye and Kling abstained.
The board signed claim checks and audited and approved salary claims.
The board visited about the Black Tailed Prairie Dog Control Committee. Andersen made a motion to appoint Jean Parker to a second 3 year term on the Committee pending her acceptance. Krotz seconded the motion. With a roll call vote all voted aye.
Road Superintendent Tom Kuester reported to the board his recommendation for the purchase of the CAT 140M3 without the cross slope. Kuester based his decision on a comparison of operating cost and value retention as reported in a State of Nebraska study. Krotz made a motion to accept Kuester’s recommendation to purchase the CAT 140M3 for $223,470. Andersen seconded the motion. With a roll call vote all vote aye.
At 10 A.M. the Board opened the Roadside Mowing Assessment Hearing. By State statute land owners have to mow their roadsides twice a year. If this is not done the County will mow and access a charge of $60 per half mile. The removal of roadside weeds helps to prevent the accumulation of snow on county roads.
Steven Beliel of Gordon was present to discuss his assessment. Beliel informed the board that he did mow the roadside two times but felt that his mower did not do a sufficient job. Andersen made a motion to forgive the assessment for Steven Beliel on parcel #8718 with the understanding that next time he will mow over the end slope. Krotz seconded the motion. With a roll call vote all voted aye.
Andersen made a motion to adopt resolution #2015-19 assessing mowing charges to 23 land owners. Krotz seconded the motion. With a roll call vote all voted aye. The hearing was closed at 10:36 A.M.
Weston Gouger of 360 Energy Engineers visited with the board about his company’s proposal for energy upgrades to the County facilities. The board is continuing to compare the proposals from 360 Energy and from AMERESCO, as well as gathering information on financing the projects. The board visited with Assessor Lane about property valuation projections and set a March 28 target day for defining the projects and selecting an engineering firm.
