Rushville City Council Minutes December 28, 2015

The meeting was called to order by Mayor Chris Heiser at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on December 23, 2015 as required by law and delivered to the Council in person. Present: Snyder, Willnerd, Jansen. Absent: Lovell.

The following motions were duly made, seconded and passed.

1. To approve, accept and ratify the following items listed under the consent agenda: Council minutes of the November meeting and the November Treasurers Report.

2. Approved Appointment of Brooke Dean to the Golf Board.

3. Approved reappointment of City Officials. Chief of Fire Department-Dwaine Sones; Utilities Superintendent-Kirk Beguin; City Clerk/Treasurer-Connie Roffers; City Attorney-Aaron Conn; City Depository-Security First Bank; SWANN Board-Brian Snyder; SWANN Board Alternate-Mayor Heiser; PADD Board-Kirk Beguin-Connie Roffers; ACE Board-Mayor Heiser; ACE Board Alternate-Connie Roffers.

4. Approved all of the following bills for the City of Rushville and that warrants be drawn for same:

During Public Comments Mark Gashler asked the Council if the sewer system at St. Paul Lutheran Church had been repaired. In the spring of 2014, the church basement flooded with sewage water. Kirk Beguin informed him that the sewer had been repaired and that the sewers have been cleaned. 

Burbach Aquatics Follow Up Phase 1 of the Rushville Swimming Pool was discussed. Mayor Heiser will send copies of letter to the Swimming Pool Committee and organize a meeting with the Swimming Pool Committee in January of 2016 to discuss Phase II the project scope, conceptual projects, project funding, and similar in an effort to create a project the community will fully support.

Diana Robbins was present to discuss the Corder Building Lease and use of the Public Restrooms. She informed the Council that the Will reads this building is to be used for Public Restrooms and she feels the Council should honor the Will. She doesn’t think it should be open all of the time, but for Special Occasions and Women’s Group Clubs. The Council informed her that they will have a meeting with John & Darlene Lynch in February of 2016 and go over the lease. No other action taken at this time.

Diana Robbins was present to discuss the South Wing of the Hospital Building. She would like to have the City clean these office spaces and then the City could rent them out or possibly move the City Office to this building. There is an elevator in the building for handicap accessibility. This was tabled until the January 2016 meeting.

 Employee Health Insurance was discussed. Blue Cross Blue Shield has increased the rate of the Health Insurance. The City Clerk will talk to Security First Insurance about the quotes they presented the Council to see if the policies cover providers out of state, medication coverage, and the number of employees needed to qualify for group coverage. The Council agreed to continue to pay the Blue Cross Blue Shield premium until a different insurance can be found. Further action tabled until January 2016.
