The meeting was called to order by Mayor Chris Heiser at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on July 26, 2017 as required by law and delivered to the Council in person. Present: Lovell, Willnerd, Snyder. Absent: Jansen.
The following motions were duly made, seconded and passed.
1. To approve, accept and ratify the following items listed under the consent agenda: Council minutes of the June meeting and the June Treasurer’s Report.
2. Approved Lease Agreement with Nebraska Public Power.
3. Approved Car Show in the Rushville City Park for Fun Days.
4. Approved Resolution #2017-03. A resolution of the City of Rushville establishing a student liaison position to the Rushville City Council; establishing criteria, a termination date to said resolution and a selection process.
5. Approved Andrew Black Elk as student liaison for the 2017-18 school year.
6. Approved City employee payroll from monthly to semi monthly.

Kris House was present to inform the Council that the Chamber of Commerce will be meeting at Smith Lake on August 21, 2017 for the Solar Eclipse. They need approval from the Sheriff, but don’t need approval from the Council. Brian Snyder will contact Swann about getting dumpsters as they will be serving food. She also informed the Council that the SOS committee is moving forward with ideas for the new pool. Burback will meet with the committee in September. She also requested that an electrician look at the electricity at the Gazebo. Sierra Britt was present to thank the Council for letting her be the Student Liaison. She would like to see the student liaison become more involved.
Doug Dykstra and Jeff Berguron from Gen Pro Energy were present to discuss solar energy. They advised that leasing can be done by a third party. Commercial customers are limited to 10 shares or 10%. Further discussion was tabled until next month when more information will be furnished.
Bids for the windows at the Rushville Public Library were discussed. The Council asked Kirk Beguin to get more information about the bids before they make a decision as the price range was significant. Further action tabled until next month.
The City Boards will meet as follows: Ambulance Board August 08, 2017; Park Board August 21, 2017; Cemetery Board August 21, 2017; Library Board August 21, 2017.
