Council Member Lovell introduced the following Resolution and moved for its adoption.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF RUSHVILLE:
Section 1. The Municipality currently provides election of individuals of the City Council of the municipality by ward pursuant to Rushville City Ordinance Section 1-709.
Section 2. The Municipality is currently represented on the City Council by four members two of which are elected from the north ward and two of which are elected from the south ward. The Nebraska State Legislature amended provisions governing election procedures in Cities of the second class through LB702 in 2016.
Section 3. The amendment of Neb. Rev. Stat. Sec. 17-102 through the passage of LB 702 by the Nebraska State Legislature now permits Cities of the second class to cast ballots for electing members to its governing board at large rather than by district or ward.
Section 4. Neb. Rev. Stat. Sec. 32-554(1)(b) permits a City of the second class either by majority vote of the governing body or by petition of registered voters pursuant to subsection (2) of Sec. 32-554, to submit, at a general election, the question of nominating any elected members to its governing board at large.
It-is-hereby-resolved-that-an election is called-and shall be held in the City or Rushville, Nebraska on the 6th day of November, 2018, in conjunction with the statewide general election to be held on said date, at which election there shall be submitted to the qualifying electors of the City, for their approval or rejection, the following proposition, to wit: “The City of Rushville, Nebraska, currently permits the election of members to its governing body by district or ward pursuant to Rushville City Ordinance Section 1-709. Should the Municipal Code of the City of Rushville, Nebraska, be amended so as to permit the question of nominating and electing members of its governing board at large rather than as presently permitted, by district or ward?
