The meeting was called to order by Mayor Chris Heiser at 6:40 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on February 21, 2018 as required by law and delivered to the Council in person. Present: Jansen, Willnerd, Snyder. Absent: Councilwoman Lovell.
The following motions were duly made, seconded and passed.

Mayor Heiser opened the Council meeting with a Public Hearing at 6: 40 p.m. to discuss the rezoning of the apartments owned by Diana Robins-Mansell from Commercial to Residential Bill and Diana Mansell submitted a proposal for an amendment to the rezoning classification of property at Lot 15 Block 8 203 E. 2nd Street from Commercial to Residential. The Planning Commission denied rezoning because it does not meet yard regulations. The Mansells asked for a variance to waive the setbacks, which Attorney Conn explained is a different process than amending the rezoning classification. The public hearing was closed at 7:09 p.m.
Under public comments Diana Robins-Mansell asked if anyone had turned in the Historic Marker along Highway 20, as she noticed it was missing. She was informed that the sign has not been turned in to the City.
Discussion was held on planting a tree on the vacant lot on Highway 20. Mayor Heiser will talk to Will Stinson about planting a tree there for Arbor Day.
