The Sheridan County Commissioners met in regular session at 9 A.M. in the Commissioners Office, Courthouse. All members present. Paul stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act. Krotz made a motion to accept the agenda. Messersmith seconded the motion. All voted aye. Messersmith made a motion to approve the minutes of 1-14-2019 with corrections. Krotz seconded the motion. With a roll call vote all voted aye.
The board signed claim checks and audited and approved salary claims. General Fund $194,159.53; Road Fund $78,085.57; Weed Fund $5,071.71 Total $277,316.81.
Treasurer Renee Thies visited with the board about changing the county’s current website to the MIPS website so she could offer the taxpayers the ability do an on-line payment option for property tax payments. Thies feels that with the size of our county it would be beneficial to the taxpayers to offer this service. The board will look into this option.
Road Superintendent Tom Kuester presented 4 quotes for a new motor-grader. Representatives from Murphy Equipment were present to answer questions. No representatives were present from Nebraska Machinery. Quotes are as follows: JD 772-GP $216,000; JD 772 G $201,000; CAT 12M3 $213,350; CAT 140M3 $237,350. All quotes come with a $11,000 parts credit. No decision was made Kuester will review the bids and visit back with the board on Monday, January 28, 2019.
Mark Masterton, a representative of the Nebraska Intergovernmental Risk Management Association (NIRMA) presented the County with a 30-year participation plaque. Sheridan County was one of the Charter Members of the Association.
Sheriff Jeff Brewer met with the board to discuss some safety issues within the Jail. Brewer would like to see the recreation area more secure and has a plan and the ability to do the work. Brewer would also like to make some changes to the visitation area. The board felt Brewer had some good ideas and gave approval to proceed.
Brewer asked for executive session to discuss personnel matters. Krotz made a motion to go into executive session at 10:40 A.M. with Sheriff Brewer to discuss personnel. Messersmith seconded the motion. With a roll call vote all voted aye. Krotz made a motion at 11:20 A.M. to come out of executive session. Messersmith seconded the motion. No action taken. With a roll call vote all voted aye.
The board reviewed a proposed resolution that the American Legion plans to adopt naming US Hwy 20 the Medal of Honor Highway. Krotz made a motion to support the efforts of the American Legion to name Hwy 20 thru Nebraska the Medal of Honor Highway. Messersmith seconded the motion. With a roll call vote all voted aye.
The board discussed the budget preparation options. With the recent death of Pete Peterson our budget coordinator several counties will be needing service. The board asked County Clerk Coburn to send letters to Cindy Richardson and George Kline asking for proposals.
