The meeting was called to order by Mayor Chris Heiser at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on February 20, 2019 as required by law and delivered to the Council in person. Present: Snyder, Lovell, Jansen. Absent: Willnerd.
The following motions were duly made, seconded and passed.
1. To approve, accept and ratify the following items listed under the consent agenda: January minutes & Treasurer’s Report.
2. Approved the City Attorney to work with the underwriter of the Pool Project to arrange a special election.
3.. Approved bid from Fry-Tek for $398,912.00 for new pumper truck.
4. Approved appointment of Jean Anderson to the Golf Board.
5. Approved the one and six year street plan.
6. Approved March as Problem Gambling Awareness Month.
7. Approved Sherdian County Public Transportation Agreement.
8. Approved all of the bills against the City of Rushville and that warrants be drawn for same.

There were no public comments under public comments on non-agenda items.
Becky Haller was present representing the Rushville Chamber of Commerce. She informed the Council of the upcoming projects the Chamber is planning. The Chamber is working on banners to be hung on street pole lights in place of some of the candy cane Christmas lights and may put banners on every other pole. They are planning to focus on town beautification and the adopt a highway program. The Chamber is also working to upgrade options for electrical power in the park.
The Personnel Manual was discussed. Further action was tabled until next month.
The PRO Agreement with NPPD was discussed. The City Attorney will go over this and inform the Council next month of any changes. Further action was tabled until next month.
The City Boards will meet as follows: Ambulance Board February 12, 2019.
