City of Rushville City Council Meeting Minutes September 30, 2019
The meeting was called to order by Mayor Chris Heiser at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE. Notice of the meeting was given by publication in the Sheridan County Journal Star on September 25, 2019 as required by law and delivered to the Council in person. Present: Snyder, Willnerd, Jansen, Lovell arrived 6:10p.m.
The following motions were duly made, seconded and passed.
1. To approve, accept and ratify the following items listed under the consent agenda: August 2019 minutes & Treasurer’s Report.
2. Approved bid from Security First Insurance for $71,000.00 for the year 2019-2020 for City Insurance from EMC replacing bid from Continental Western and will be paid quarterly.
3. Approved Stop Sign on 6th & Sprague Street going East & West.
4. Approved Ordinance #19-793 an Ordinance of the City of Rushville, Nebraska, relating to publication or posting of ordinances; to harmonize provisions of said ordinance where statutes with recent statutory addition; and to provide an effective date.
Be it ordained by the Mayor and City Council of the City of Rushville, Nebraska;
Section 1-607 of the Municipal Code of Rushville, Nebraska, is amended to read as follows:
ORDINANCES, PUBLICATION OR POSTING. All Ordinances of a general nature shall, before they take effect, be published, within fifteen (15) days after they are passed, (1) in a legal newspaper in or of general circulation in such city or village or (2) by publishing the same in book or pamphlet form.
(Statutory Reference: Neb. Rev. Stat. Sec. 17-613)
Section 2: Any other ordinance section passed and approved prior to passage, approval and publication or posting of this ordinance and in conflict with its provisions are repealed.
Section 3: This ordinance shall take effect and be in full force from and after its passage, approval, and publication or posting as required by law.
Passed, Approved and ordered published this 30th day of September , 2019.
Councilman Willnerd moved to suspend the statutory rule requiring the ordinance be read by title on three separate days. Seconded by Councilman Snyder.

Motion carried.
Councilman Willnerd moved for adoption of Ordinance #19-793. Seconded by Councilwoman Lovell.

5. Approved raises for all full time and part-time permanent City Employees.
6. Approved all of the bills against the City of Rushville and that warrants be drawn for same.

There were no comments on non-agenda items.
Cheryl Ginkens was present to discuss the Talbot sub-division replat. After some discussion this was tabled until next month..
Resolution #19-08 vacating two alleys in replats of lot 2 and 3 of Block 3, Wefso-Dale addition was tabled at this time.
The Jennifer Dane/Destiny Fortin liquor license for the 20 Bar was discussed. No action was taken at this time.
