City of Rushville City Council Meeting Rushville, Ne 69360 January 27, 2020

The meeting was called to order by Council President Steve Willnerd at 6:00 p.m. as per the Municipal Code of the City of Rushville, Sheridan County, NE.  Notice of the meeting was given by publication in the Sheridan County Journal Star on January 22, 2020 as required by law and delivered to the Council in person. Present:  Snyder, Jansen, Lovell  Absent:  Snyder, Mayor Heiser 

The following motions were duly made, seconded and passed.

1. To approve, accept and ratify the following items listed under the consent      agenda: December 2019 minutes & Treasurer’s Report.

2. Accepted the Audit Report as presented.  

3.   Tabled with no action taken the request from the Planning Commission regarding closure of the South Half of Turman & Conrad Streets.

3. Approved all of the bills against the City of Rushville and that warrants be drawn for same.

Under public comments non agenda items.  Kris House noted that the Christmas Candy Cane light pole decorations need to have new lights put in them.  She was advised that the City employees are working on this.  She questioned why the Nativity Scene was not put up this year.  She also requested that the City work on the bathrooms in the City Park as the All School reunion will be held this summer.  She requested that they be painted and new sinks, stools, and urinals be installed. 

Todd Sherburn was present to request the City’s assistance in extending the water & sewer main from the football field west to where his property is located.   Doug Woodbeck State Engineer has advised that the cost would be around $300,00.00 dollars.  Sherburn requested the City apply for a USDA grant to fund the project. Councilman Willnerd stated that if the City does this for him it will set a precedent for future customers who may request water extended outside City Limits.  Councilman Willnerd suggested he look into digging wells.  The City attorney will look into annexing Sherburn’s property to the City.  No further action was taken at this time.

Discussion was held regarding reports of vicious dogs.  The City Clerk was asked to contact the dog catcher about the dog he previously caught that bit a child.  The matter was tabled at this time.

The application for a Liquor License by Family Dollar was discussed.  It was noted that it must be published in the paper before any action can be taken.  The City Attorney will give the City Clerk the information that needs to be published.  The matter was tabled until next month.
