The Sheridan County Board of Commissioners met in regular session at 9:25 A.M. in the Commissioners Office, Courthouse. Paul stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act. Krotz made a motion to accept the agenda. Messersmith seconded the motion. All voted aye. Messersmith made a motion to approve the minutes of 5-26-2020. Krotz seconded the motion. All voted aye.
AFLAC representative, Clint Andersen reported on employee participation and thanked the board for all the cooperation of the county.
Jim Puchner representing Xerox presented a lease proposal for a new copier for the Courthouse Annex. Krotz made a motion to approve the lease for a new machine in the amount of $334/month. Messersmith seconded the motion. With a roll call vote all voted aye.
Kory Mack, manager of the Rex Ranch was present to request rock on the Albright road (298th Trail). Road Superintendent Richard Cross suggested to stock pile 10 loads and let them put it wherever needed. Paul felt like it needs to be put on the road rather than in a stock pile. Cross will go take a look and figure out where the gravel is needed and a timeline for delivery.
Road Superintendent Cross reported on negotiation for the salvaged box culvert from the Hwy 18 project in South Dakota.
Cross informed the board that the County has received $26,936 from FEMA for flood damage to the Shell Lake Road.
Randy Benben presented the board with contract renewal with the USDA for wildlife services from July 1, 2020-June 30, 2021. The board had some concerns with the contract and Benben stated that he could see if his supervisor could meet with them on June 23.
The board accepted a telephone call from Carl Gilbert of Wildcat Surveying. Gilbert is requesting an appointment as Sheridan County Survey to re-establish some section corners in Township 26. Krotz made a motion to approve Resolution #2020-11 appointing Carl Gilbert as temporary County Surveyor for 60 days to re-establish section corners in Township 26. Messersmith seconded the motion. With a roll call vote Krotz and Paul voted yes and Messersmith abstained.
Building Superintendent Jeff Davis reported that the sneeze barriers had been installed in the County Offices and discussed the installation of a temporary screen in the Commissioners Office for protest hearings.
The board reviewed a request for a Special Designated Liquor License for Fuel Grill. Krotz made a motion to approve an application to the State Liquor Commission for a Special Designated License for the Fuel Grill to serve alcohol at a reception at Galyen Farms on June 27, 2020. Messersmith seconded the motion. With a roll call vote all voted aye.
The board reviewed the renewal of the County’s participation in the Nebraska Intergovernmental Risk Association (NIRMA) for the coming year. The cost of the pooled insurance for Sheridan County will be $112,463.
The board visited with Jeremy from MANNA systems by telephone about screen sharing for the upcoming protest hearings. An employee will be on hand next week to assist with this project.
