Notice of the special meeting was given in advance by publishing in the Sheridan County Journal Star, the designated method for giving notice as shown by the affidavit of publication on file in the City Clerk’s office. Agendas of the meeting were distributed to the Mayor and all members of the Council. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public.
A special meeting of the City Council of the City of Gordon was called by City Manager Glen Spaugh for the consideration of Resolution 2020-15. The meeting was called to order at 9:00 a.m., June 26, 2020 by Mayor Russell. The meeting was conducted by conference call in order to comply with social distancing guidelines due to the COVID-19 outbreak and to follow the Executive Order No. 20-03 issued by Governor Ricketts on March 17, 2020. The Mayor noted the location of the Open Meetings Laws poster.
Present: Evans, Paul, Russell, Grant, and Bounous.
Absent: No One.
John Barrett, Director of Government Affairs, Great Plains Communications and Eric Halverson, District Manager, Great Plains Communications were present to inform council and those in attendance about the Nebraska Broadband Grant that Great Plains Communications would like to apply for. In order to qualify for the grant, Great Plains Communications needs the support of the city council. The grant would allow Great Plains to deploy an all fiber network in Gordon. This infrastructure upgrade would bring faster internet speeds to the citizens of Gordon. The rate structure is not finalized, but Mr. Barrett stated that internet will still be offered as tier service, with increased internet on each tier.

CITY OF GORDON, NEBRASKA
WHEREAS, State of Nebraska Governor Ricketts and the State of Nebraska Department of Economic Development have announced creation of a Nebraska Broadband Grant Program; and
WHEREAS, high-speed broadband access to the Internet is essential to the well-being of all residents and businesses in the City of Gordon, Nebraska; and
WHEREAS, Great Plains Communications has provided high-quality telecommunications and Internet services to the City of Gordon for many years; and
WHEREAS, Great Plains Communications and the City of Gordon have agreed that an application by Great Plains Communications for Nebraska Broadband Grant Program funding is essential to the public interest and welfare of residents and businesses in the City of Gordon; and;
WHEREAS, the City of Gordon meets the requirements and needs established by the State of Nebraska Department of Economic Development to qualify as an eligible community for Nebraska Broadband Grant Program funding; and
WHEREAS, Great Plains Communications and its personnel have demonstrated they have the expertise and resources to construct and operate an all-fiber network in the timeframes required by the State, and to provide affordable and high-quality broadband and voice services to all citizens in the City of Gordon.
BE IT RESOLVED that the City of Gordon agrees to partner with Great Plains Communications as the Company deploys an all-fiber network throughout the community upon approval by the Nebraska Department of Economic Development for a Nebraska Broadband Grant Program grant; and
BE IT FURTHER RESOLVED that the City of Gordon strongly supports Great Plains Communications’ application for a Nebraska Broadband Grant Program grant administered by the State of Nebraska Department of Economic Development and urges the application be approved; and
BE IT FURTHER RESOLVED that notice of this resolution will be sent to Governor Ricketts and Nebraska Department of Economic Development officials.
