COMMISSIONERS MINUTES AUGUST 18, 2020

The Sheridan County Board of Commissioners met in regular session at 9:07 A.M. in the Commissioners Office, Courthouse.  All members present.  Paul stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act.  Krotz made a motion to accept the agenda.  Messersmith seconded the motion.  All voted aye.  Krotz made a motion to approve the minutes of 8-11-2020.  Messersmith seconded the motion.  All voted aye.

The board audited and approved salary claims and signed claim checks.   

Sara Rittgarn  CPA for GLR accounting firm visited with the board about the county audit.  She asked if the board had any special areas of concern.  The board assured her that they did not. Rittgarn reported that she would report back when the audit is complete.

Jack Arterburn gave a brief Extension Update by telephone.  

Courtney Fuller owner of the Twisted Turtle asked for board approval for a Special Designated Liquor License for a reception August 29, 2020 from 3 P.M. to 12 A.M. at Galyen Farms.    Krotz made a motion to approve the request for a Special Designated License for BBLJ Properties LLC dba The Twisted Turtle Pub for 8-29-2020. Messersmith seconded the motion.  With a roll call vote all voted aye.

Road Superintendent Richard Cross visited with the board about road business.

The board reviewed the tax requests from the political subdivisions.  Messersmith made a motion to approve $65,000 request for Ag Society.  Krotz seconded the motion.  All voted aye.  Krotz made a motion to approve $10,000 for Historical Society.  Messersmith seconded the motion.  All voted aye.  Messersmith made a motion to approve $5,196 to Road District #31.  Krotz seconded the motion.  All voted aye.  Messersmith made a motion to approve $10,258 to Road District #33.  Krotz seconded the motion.  All voted aye.  Krotz made a motion to approve $4,182 for Road District #36.  Messersmith seconded the motion.  With a roll call vote Krotz and Paul voted yes and Messersmith abstained.   All Tax Allocation to Miscellaneous Districts were approved with the adoption of Resolution #2020-13.     

The board allocated no tax authority to Gordon Memorial Hospital, Gordon Rural Fire District, Rushville Rural Fire District, Hay Springs Rural Fire District, Heart of the Hills Rural Fire District and Road District #43.  

Krotz made a motion to sign the Community Wildfire Protection Plan.  Messersmith seconded the motion.  With a roll call vote all voted aye.  To review this plan https://nfs.unl.edu/documents/CWPP/PRCWPP.pdf

Deputy County Attorney Jamian Simmons met with the Board to discuss a ballot measure regarding electing/appointing a County Surveyor.  The county has for many years appointed the Surveyor.   State law says we now have to put the option to the vote of the people.  

The board visited with Jeremy from MANNA about computer updates.
