COMMISSIONERS MINUTES NOVEMBER 10, 2020

The Sheridan County Board of Commissioners met in regular session at 9:15 A.M. in the Commissioners Office, Courthouse.  All members present.  Paul stated that the meeting would be conducted in accordance with the provisions of the Nebraska Open Meeting Act.  This meeting was advertised in the Sheridan County Journal Star on 11-4-2020 and on the official county website. Messersmith made a motion to accept the agenda.  Krotz seconded the motion.  All voted aye.  Messersmith made a motion to approve the minutes of 10-20-2020.   Krotz seconded the motion.  All voted aye. 

The board discussed the proposed update of the Region 23 Hazard Mitigation Plan Update.  The Counties of Region 23 worked with JEO Engineering to review and update the list of hazards such as wild-fire, severe weather events, chemical spills that exist in the region, the resources available to respond and pre-emptive actions that might serve to mitigate such hazards.  This plan must be in place if communities are to qualify for FEMA grants and relief.  Messersmith made a motion to adopt Resolution #2020-30 authorizing the adoption of the Region 23 Emergency Management Agency Hazard Mitigation Plan Update.  Krotz seconded the motion.   With a roll call vote all voted aye.

Messersmith made a motion to adopt Resolution #2020-31 certifying Tom Kuester as County Highway Superintendent from January 1, 2020 thru May 31, 2020.  Krotz seconded the motion.  With a roll call vote all voted aye.  

Krotz made a motion to adopt Resolution #2020-32 certifying Richard Cross as County Highway Superintendent from June 1, 2020 to December 31, 2020.  Messersmith seconded the motion.  With a roll call vote all voted aye. 

Road Superintendent Richard Cross report that his department is almost done with roadside mowing.  

GIVE director Bev Wellnitz informed the board that a $1000 Grant was received from the Snow-Redfern Memorial Foundation and will be used for the Science Technology Engineering Math (STEM) project for the elementary students of the County.  

Extension 4-H Assistant Marie Nelson reported on her recent activities.  

The board visited by telephone, with Scott Bosse of Mitchell who requested the appointment of County Surveyor to complete a job.  The board asked him to email the Clerk with the information on section, township and range. 

Jeremy Harris from MANNA visited about technology issues.
